The Senate voted 70-29 in favor of the deal, which will see $95 billion of aid sent to Ukraine, Israel, and Taiwan.
The bill now moves to the House, where Speaker Johnson has already said it will be “dead on arrival.”
This came after a rare all-night session as divisions over foreign policy grow in the GOP.

But enough Republicans voted with almost all Democrats to pass the package, with supporters arguing that abandoning Ukraine could embolden Russian President Vladimir Putin and threaten national security across the globe.
The package would appropriate $60 billion to support Ukraine and would also send $14 billion in military assistance to Israel, $9 billion in humanitarian assistance to Gaza and elsewhere, and nearly $5 billion to defend Taiwan.
