Democrats unanimously voted to pass a policy once championed by Trump: adding the citizenship question to the census.
The number of congressional representatives assigned to each state is based on census results.
According to the 14th Amendment:
"Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State."
Critics of the bill argue that adding the question in could scare off honest responses.
The 5 states with the highest percentage of illegal immigrants that could see congressional representation negatively impacted include Arizona (4.99%), New Jersey (6.3%), Texas (6.77%), Nevada (7.4%), and California (7.63%).
